Our students today face many complex personal/interpersonal, educational
and career issues. It is our vision for our students to function
productively in the areas of socialization, coping skills, future
careers, economic stability and being a positive, contributing member
of society. Comprehensive, developmental school counseling programs
produce benefits for students, schools, families, and communities.
All Woodbury students will participate in classroom, group and individual
counseling activities facilitated by a school counselor. The areas
of academic development, personal/social development and career development
will be addressed according to the appropriate developmental level.
The Woodbury School Counseling Program is designed to meet the needs of all students in our school district. It is structured to fulfill
academic, personal/social, and career development needs.
As a developmental program we are expanding the focus from crisis based counseling to a sequential systematic delivery service. The Woodbury
School Counseling Program:
- Involves all students
- Is based on a sequential and planned program
- Is integrated as part of the total educational program
- Helps students function academically and learn more efficiently
- Prepares students to handle and cope with life transitions
- Addresses all issues in an open and sensitive manner
The elementary guidance program assists in the early
identification and intervention of children’s needs. Activities are organized
in a way that is appropriate to students’ developmental levels.
Counselors work with teachers/parents/administrators in order to address
specific problem areas. Counselors address the following issues through
individual and group activities: academic achievement, decision making,
scheduling, anger management, character education, conflict resolution,
coping with divorce, separation of families, goal setting, state and
local testing (ASK 3, 4 and 5) and transition to grade levels.
The junior high school counseling program offers a strong counseling curriculum-based program in the areas of academic advisement, career
exploration, and personal/social issues. By working with parents, teachers,
administrators and the child study team they are able to help meet
the individual educational goals of the students. Counselors address
the following issues through individual and group activities: academic
achievement, decision making, scheduling, anger management, character
education, conflict resolution, coping with divorce, separation of
families, goal setting, state (ASK 6, 7 and 8) and local testing,
transition to grade levels and high school, Career Day, test taking
skills and time management.
High school counselors work with teachers, parents, administrators and the community to help students to become successful in grades 9-12. Counselors utilize classroom, and individual counseling to meet student needs in the areas of personal/social, academic and goal setting. Counselors emphasize decision-making, problem solving, educational, college and career planning (scheduling the correct classes), testing (HSPA, PSAT, SAT, ACT, AP, MAP) to prepare students for the transition to the world of work. The counselors aid in post-graduation plans, financial aid, college or technical school admissions, military admissions or beginning an apprenticeship.
Counselors at all levels provide services such as; parent/teacher conferences, orientation programs, state testing, standardized testing and referral to outside agencies when needed.
I&RS are school-based teams that design and monitor the implementation of strategies for educating non-classified students who are referred because they are experiencing difficulties in their classes. IRS school-based teams are specifically designed to intervene with those students that are experiencing difficulties; academically, behaviorally, socially or personally. The intent is to coordinate and increase the quantity and effectiveness of student interventions. The IRS teams’ ongoing process tracks students over time, resulting in fewer students “falling through the cracks.” IRS teams provide support and guidance to classroom teachers; and plan and provide for appropriate interventions for students. The IRS members include the referring teacher, special education representative, school nurse, and administrator. Parents of referred student attend some meetings.
In order to accomplish these goals, the IRS teams will:
- Intervene with high risk students
- Serve as student advocates
- Increase availability of IRS resources to students
- Engage parents in the intervention plan for their student
- Assist teachers through consultation and establishment of Action Plans
for identified students
- Reduce duplication of services by IRS staff members
- Work in conjunction with the school’s disciplinary and support mechanisms

It is the responsibility of the District to identify and evaluate students who within the intent of the Section 504 of the Rehabilitation Act of 1973, need special services or programs in order that such students may receive the required free and appropriate education (FAPE).
For this policy, a student who may need special services or programs with the intent of Section 504 is one who:
- Has a physical or mental impairment which substantially limits
one or more major life activities i.e. caring for oneself, performing
manual tasks, walking, seeing, hearing, speaking, breathing, working
and LEARNING.
- Has a record (history) of such impairment or misclassified as having
one and/or
- Is regarded as having such an impairment that does not substantially
limit major life activities but is treated as having such limitations
or limits major life activities only as a result of attitudes or treatment
of others towards such an impairment.
Students may be eligible for services under the provisions of Section 504 even though they do not require services pursuant to the Education of the handicapped Act, P.L. 94-142 (EHA/IDEA). Students who are identified as individuals with exceptional needs, according to EHA/IDEA are not addressed under this policy.
Any student who needs or is believed to need special accommodations, related services or programs under Section 504 may be referred to the Section 504 (existing building Intervention Referral Services chairperson/assistant principal or counselor) for evaluation. The IRS chairperson/assistant principal or counselor will begin the Section 504 procedure.
