NOTICE TO BIDDERS


Sealed bids will be received by the Woodbury City Public Schools of Gloucester County, New Jersey, for asbestos abatement at Woodbury High School.
Sealed bids will be received by the Woodbury City Public Schools at the following place, time, and date:

Contract documents may be examined at the pre-bid meeting held at the Woodbury High School Complex (25 North Broad Street, Woodbury, New Jersey) on March 22, 2018, at 3:00 PM prevailing time and copies thereof obtained upon payment of Fifty Dollars ($50.00) per set, payable to HORIZON ENVIRONMENTAL GROUP, INC. This fee is non-refundable. Attendance at the pre-bid meeting is strongly encouraged, but is not mandatory.

Each bid must be accompanied by a deposit equal to ten percent (10%) of the total of all pertinent lump sum bids, but not in excess of Twenty Thousand Dollars ($20,000.00) in form and subject to conditions provided in the Instructions to Bidders. No bidder may withdraw their bid for a period of sixty (60) days after the actual opening date thereof.

The successful bidder will be required to furnish a Performance Bond in the full amount of the contract price, indemnifying the Owner from any and all proceedings, suits, or actions of any kind, name or description, and conditional for the faithful performance of the work and a Payment Bond in the full amount of the contract price as security or the payment of all persons performing labor and furnishing materials in connection with the contract.

Each bidder shall submit with their bid proof showing licensure by the New Jersey Department of Labor and pre-qualification in accordance with the standards of and by the New Jersey Department of the Treasury. Failure to do so will be cause to reject the bid as non-responsive. Each bidder shall submit with their bid a current New Jersey Business Registration Certificate.

A Corporation, of the State of New Jersey (or a foreign corporation with a Certificate of Good Standing filed with the State of New Jersey) submitting a bid in response to this advertisement, shall accompany such bid with a notarized statement authorizing its proper officers to submit a bid and authorizing such officers to execute a contract in the event its bid is accepted and a list of all stockholders holding in excess ten percent (10%) of the corporate stock.

All bidders are hereby notified that compliance with the New Jersey Prevailing Wage Act (P. L. 1963, c. 150) and with all of the rules and regulations of any public agency and/or department, applicable to projects in which said department participates, will be required in the performance of any contract awarded.

All bidders must comply with P. L. 1975, Chapter 127.

The Woodbury City Public Schools reserve the right to select any combination of bids or to award the contract in part or whole and to waive any informalities in the bid package or to reject any and all bids if deemed to be in the best interest of the Board to do so.


WOODBURY CITY PUBLIC SCHOOLS

2018 Interior Renovations

Sealed bids will be received by Woodbury City Public Schools in the Board Office, 25 North Broad Street, Woodbury, New Jersey 08096, until 3:00 P.M. local time, on Friday, April 13, 2018 and will be publicly opened and read immediately thereafter, at said place for the Woodbury Junior / Senior High School 2018 Interior Renovations.

The bidders are requested to submit in accordance with N.J.S.A. 18A:18A-18(b)(2) one Lump Sum Bid for all the work and materials.

Drawings, Specifications and other documents constituting the Contract Documents may be examined without charge at the office of Garrison Architects,713 Creek Road, Bellmawr, New Jersey 08031 (856) 396-6200 ext. 0 between the hours of 9:00 A.M. and 4:00 P.M.  The Contract Documents may be purchased at any of the above offices for the NON-REFUNDABLE FEE of $110.00 (One Hundred Ten Dollars) made payable to Garrison Architects.  If Shipping of Bid Documents is required bidders may provide their direct shipping account number to Garrison Architects.

Proposals must be accompanied by a certified check, bank cashier's check, treasurer's check or Bid Bond in the form provided in the Contract Documents, with corporate surety satisfactory to the Owner, in an amount not less than 10% of the Base Bid (but in no case in excess of $20,000.00, pursuant to N.J.S.A. 18A:18A-24), naming as payee or obligee, as applicable, Woodbury City Public Schools District, to be retained and applied by the undersigned as provided in Contract Documents in case bidder would default in executing the Agreement or furnishing the required bonds and insurance certificates as required by Contract Documents.

Prospective bidders are advised that this Project is one which will be subject and will be governed by provisions of New Jersey State Law governing (a) Prequalifications of Bidders N.J.S.A. 18A:18A-26 et seq., additionally each Bidder and his Prime Subcontractor(s) (if applicable) shall be prequalified with the NJ Schools Development Authority in accordance with N.J.S.A. 18A:7G-33.(b) Prevailing Wage Rates N.J.S.A. 34:11-56.27, ( c ) Use of Domestic Materials, N.J.S.A. 18A:18A-20 including any amendments and supplements thereto, (d) P.L. 1977, Chapter 33, (N.J.S.A. 52:25-24.2) listing corporate / partnership names and addresses for individuals with a share of 10% or more and (e) disclosure of investment activities in Iran in accordance with P.L.2012, c.25 and N.J.S.A. 18A:18A-49.4.

“The Public Works Contractor Registration Act” became effective on April 11, 2000. The Owner is requesting that all Contractors (and Subcontractors) provide a copy of The Public Works Contractor Registration Certificate at the time of submission of their bid proposals to the Owner. The Contractor shall enter into subcontracts only with subcontractors who are registered pursuant to N.J.S.A. 34:11-56.48 et seq.

Pursuant to N.J.S.A. 52:32-44 all business organizations that do business with a local contracting agency are required to be registered with the State and provide proof of their Registration with the New Jersey Department of Treasury, Division of Revenue before the contracting agency may enter into a contract with the business.  All bidders shall adhere to the information as classified as “New Jersey Business Registration Requirements”.

In addition, and pursuant to N.J.S.A. 18A:18A-25, each bid must be accompanied by a certificate from a surety company stating it will provide said bidder with a bond in such sum as required by the above referenced statute.

No proposals may be withdrawn for a period of 60 days after the date set for opening of bids.

In accordance with applicable law, right is reserved to waive informalities and to accept any bid or to reject any or all bids.

Bidders must comply with the requirements of P.L. 1975, Chapter 127, NJAC 17:27 Laws Against Discrimination.
