            Adequate Yearly Progress – Mr. Jones discussed preliminary adequate yearly progress             status reports for 2005.

 

            District Nursing Plan – the plan outlines procedures, standing orders, etc.

 

            Mr. Gwalthney – Was this tweaked in anyway?

           

            Mr. Jones – Standing orders approved and signed off by the school doctor.

           

            Mrs. Dennen – We approved our standing orders 2 months ago.

              RESOLVED that the Woodbury Board of Education hereby approves the Minutes      of the Board of Education Meeting held on July 26, 2005.

 

            2.         Secretary’s Report

                        RESOLVED that the Woodbury Board of Education hereby approves the June                                     Secretary’s Report.  (Exhibit 06-01)

 

            3.         Treasurer’s Report

                        RESOLVED that the Woodbury Board of Education hereby approves the June                                     Treasurer’s Reports in accordance with 18A:17-36 and 18A:17-9 for the month of                   June, 2005.  The Treasurer’s Report and the Secretary’s Report are in agreement                                    for the month of June, 2005.   (Exhibit 06-02)

 

            4.         Transfers

                        RESOLVED that the Woodbury Board of Education hereby approves the        transfers in line accounts in accordance with the lists submitted.  (Exhibit 06-03)

 

            5.         Payment of Bills

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            payment of bills without exception.  (Exhibit 06-04)

 

            6.         Revenue Amounts/Sources

            RESOLVED that the Woodbury Board of Education recognizes the Board       Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11(c) 2, that there are changes in anticipated revenue amounts and revenue sources, as detailed in   the Business and Financial section of the agenda..

 

            7.         Certifications

           

            a)         Secretary’s Report

                        Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for                               the month of June, 2005.  The Board Secretary certifies that no line item                             account has been over-expended in violation of N.J.A.C. 6A:23-2.11 (c) 3                              and that sufficient funds are available to meet the district’s financial                             obligations for the remainder of the fiscal year. 

 

            b)         Board of Education Certification

                        The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C.                                 6A:23- 2.11(c) 4, that after review of the secretary’s monthly financial                           report             (appropriations section) and upon consultation with the appropriate                   district officials, that to the best of our knowledge no major accounts or                             fund has been   over-expended in violation of N.J.A.C. 6A:23-2.11(c) and                            that sufficient funds are available to meet the district’s financial                                       obligations for the remainder of the fiscal year.

 

            8.         Addendum

                        RESOLVED that the Woodbury Board of Education hereby approves to include          the addendum as part of the regular agenda.

                        a)         RESOLVED that the Woodbury Board of Education hereby accepts the                                               letter of resignation from Mrs. Joanne Ferrara, Teacher of Grade 3-4                                        Multiage at Evergreen Avenue School, effective August 2, 2005. 

                        b)         RESOLVED that the Woodbury Board of Education hereby accepts the                                               letter of resignation from Miss Kerry McGonigle, Teacher of Grade 1-2                                                Multiage at Evergreen Avenue School, effective August 3, 2005.                

                        c)         RESOLVED that the Woodbury Board of Education hereby accepts the                                               letter of resignation from Mr. Louis Tortu, III, Teacher of Middle School                                               Mathematics at Woodbury Jr.-Sr. High School, effective October 9, 2005,                                           or sooner if a replacement can be hired. 

 

            2.         Employment

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of  Ms. Diane Beirne as Teacher of Grade 3 Multiage at                                         Evergreen Avenue School, commencing September 1, 2005.  Ms. Beirne                                       will be placed on Step M-1 of the 2005-06 teachers’ salary guide.  Miss                                         Beirne’s contract is contingent on her meeting full certification                                                    requirements in New Jersey.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Miss Regina Bosworth as Teacher of Mathematics at                                         Woodbury Jr.-Sr. High School, commencing September 1, 2005.  Miss                                        Bosworth will be placed on Step B-1 of the 2005-06 teachers’ salary                                              guide.   Miss Bosworth’s contract is contingent on her meeting full                                                 certification requirements in New Jersey.

                        c)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Ms. Ellen Firth as Teacher of Basic Skills Instruction at                                      Evergreen Avenue School, commencing September 1, 2005.  Ms. Firth                                         will be placed on Step B-1 of the 2005-06 teachers’ salary guide.   

                        d)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Mrs. Stacey P. Henry as LDTC in the Woodbury School                                               District, commencing September 1, 2005.  Mrs. Henry will be placed on                                                Step M-5 (plus $2,000. Child Study Team stipend) of the 2005-06                                                        teachers’ salary guide. 

                        e)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Miss Paige Lyons as Teacher of Grade 2 Multiage at                                         Evergreen Avenue School, commencing September 1, 2005.  Miss Lyons                                      will be placed on Step B-1 of the 2005-06 teachers’ salary guide.   Miss                                        Lyons’ contract is contingent on her meeting full certification                                                      requirements in New Jersey.

                        f)          RESOLVED that the Woodbury Board of Education hereby approves the                                            employment Brian McKillop as Teacher of Physical Education/Health at                                                Woodbury Jr.-       Sr. High School, commencing September 1, 2005.  Mr.                                                McKillop will be placed on Step B-1 of the 2005-06 teachers’ salary                                              guide.

                                                           

            3.         Summer ‘05 Employment

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            changes to the   number of summer hours worked by each of the High                                        School guidance counselors as follows:

            6.         Accelerated Math Program

 

                        RESOLVED that the Woodbury Board of Education hereby approves                                      compensation for Ari Ford for up to 40 hours during the 2005-06 fiscal year to                                     work on the Accelerated Math program.  Compensation will be at the Special                                  Projects Rate and will be funded through IDEIA.

 

            7.         Appointment of Alternative School Staff

 

                        RESOLVED that the Woodbury Board of Education hereby approves appointing                                 Alternative School teachers for the 2005-2006 fiscal year with each academic                           subject area not to exceed 9 hours per week.  Compensation will be at the Special                                     Projects Rate.

                        RESOLVED that the Woodbury Board of Education hereby approves a $1,000.                                  stipend for Dianne Clement for shopping for her foods classes for the 2005-06                          fiscal year.

            RESOLVED that the Woodbury Board of Education hereby approves the                                employment of Mrs. Nicole Daisy as Teacher of Mathematics at Woodbury Jr. Sr.   High School, commencing October 24, 2005, or sooner if possible.  Mrs. Daisy            will be placed on Sept B-2 of the 2005-06 teacher’s salary guide.

                        a)         RESOLVED that the Woodbury Board of Education hereby accepts the                                               letter of resignation from Jeremy Landis, Instructional Assistant at                                                          Woodbury Jr.-Sr. High School, effective August 4, 2005. 

                        b)         RESOLVED that the Woodbury Board of Education hereby accepts the                                               verbal resignation of Theresa Poskus who was to be employed as a Tutor                                              at West End Memorial School, commencing, September 7, 2005. 

           

            2.         Employment

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Andrew Assini as an Instructional Assistant at Woodbury                                               Jr.-Sr. High School, commencing September 7, 2005.  Mr. Assini will be                                         employed for 29 hours per week, with compensation at the rate of $16.00                                                per hour, 183 day school year and funded through IDEIA.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Casey L. Amiss as an Instructional Assistant at Woodbury                                             Jr.-Sr. High School, commencing September 7, 2005.  Ms. Amiss will be                                        employed for 29 hours per week, with compensation at the rate of $16.00                                                per hour, 183 day school year and funded through IDEIA.

                        c)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Kevin Washington as an Instructional Assistant at                                                           Woodbury Jr.-Sr. High, commencing September 7, 2005.  Mr. Washington                                    will be employed for 29 hours per week, with compensation at the rate of                                      $16.00 per hour, 183 day school year and funded through IDEIA

                        d)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Candice Budesa as a Tutor at Woodbury Jr.-Sr. High                                        School, commencing September 7, 2005.  Ms. Budesa will be employed                                               for 29 hours per week, with compensation at the rate of $16.00 per hour,                                         183 day school year.

                        e)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Jennifer DiBeneditto as a Tutor at Evergreen Avenue                                          School, commencing September 7, 2005.  Miss DiBeneditto will be                                           employed for 29 hours per week, with compensation at the rate of $16.00                                                per hour, 183 day school year.

                        f)          RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Todd L. Miller as a Tutor at West End Memorial School,                                               commencing September 7, 2005.  Mr. Miller will be employed for 29                                               hours per week, with compensation at the rate of $16.00 per hour, 183 day                                     school year.

 

            3.         Leave of Absence

 

                        RESOLVED that the Woodbury Board of Education hereby approves the request                                of Elizabeth C. Murphy, Secretary to the Director of Athletics/Activities to take a                          leave of absence between September 1, 2005 and November 30, 2005 in                                                accordance with the Federal Family and Medical Leave Act.  This will result in                           uncompensated leave once all sick days are exhausted.

 

            4.         Employment – Custodians

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Mr. Francis Foley, Jr., as a full-time Night Custodian, at a                                              start date to be determined.  There will be a 90 day probation period after                                        the effective date of employment.  Mr. Foley will be placed on the                                                             Starting Step of the 2005-06 Custodial Salary Guide.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            employment of Mr. Robert Fronczak, as a full-time Night Custodian, at a                                              start date to be determined.  There will be a 90 day probation period after                                        the effective date of employment.  Mr. Fronczak will be placed on the                                           Starting Step of the 2005-06 Custodial Salary Guide.

 

            5.         Change of Assignment – Custodians

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            change of assignment for Mr. Edward Wollick from Lead Custodian at                                      Walnut Street             School to Lead Custodian at West End Memorial School,                                             effective September 1, 2005, at no change in salary.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            change of assignment for Mrs. Jacqueline Wetzel from Night Custodian to                                 Lead Custodian at Walnut Street School (6:30 a.m. – 3:00 p.m.), effective                                                 September 1, 2005.   Mrs. Wetzel’s salary will be in accordance with Step                                       8 on the 2005-06 Custodians’ Salary Guide.

            1.         State Health Benefits Program

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            Resolution to terminate the district’s participation under the New Jersey State                            Health Benefits Program, effective November 1, 2005.  (Exhibit 06-05)

 

            2.         Horizon Blue Cross

 

                        RESOLVED that the Woodbury Board of Education hereby approves the contract                   with Horizon Blue Cross to provide health benefits for district employees                                          effective November 1, 2005 through October 31, 2006.

 

            3.         Acceptance of IDEIA FY ’06 Funds

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            application for IDEIA FY ’06 funds.

 

            4.         Acceptance of NCLB FY ’06 Funds

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            application for NCLB FY ’06 funds.

           

            5.         Capital Reserve Bank Account

 

                        RESOLVED that the Woodbury Board of Education hereby approves opening a                                  Capital Reserve bank account and authorizes officers and certain employees of                          the Board as principal and alternate signers of financial documents necessary to                                  the transaction of board business matters as follows:

            6.         Contracts with Gloucester County Special Services School District (GCSSSD)

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            contract with GCSSSD to provide a one-on-one teacher assistant for one                                             student who is attending their summer program. The total cost is $118.50                                          per diem for 30 days.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            contract with GCSSSD for the following services for the 2005-06 fiscal                                                 year:

·                    Auxiliary Speech – Language    3 ½ days per week

                                    $370 per day - $46,620.00

·                    Physical Therapy                                  4 hours per week

                                    $65.00 per hour - $9,360.00

            c)         RESOLVED that the Woodbury Board of Education hereby approves the                                contract with GCSSSD in the amount of $35,025.00 to provide IDEIA                                     mandated services to students in non-public schools.  These funds have                             been budgeted through the non-public portion of our FY ’06 IDEIA                              entitlement.

                                                                       

            7.         2005-06 Tuition Rates

 

                        RESOLVED that the Woodbury Board of Education hereby approves the 2005-06                  tuition rates as calculated in the 2005-06 budget process and as follows:

            8.         Secretarial Salary Guides

 

                        RESOLVED that the Woodbury Board of Education hereby approves the three                                    year salary guides with the    Woodbury Public Schools clerical employees for                                   2005-08 as attached.  (Exhibit 06-06)

 

            9.         Woodbury Administrators’ and Supervisors’ Agreement

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            memorandum of understanding with the Woodbury Administrators’ and                                                 Supervisors’ for the period of July 1, 2005 through June 30, 2008.

 

            10.       Acceptance of High Expectations for Learning Proficiency Funds

 

                        RESOLVED that the Woodbury Board of Education hereby approves accepting                                   High Expectations for Learning Proficiency (HELP) funds totaling $118,677 as                                  attached.  (Exhibit 06-07)

 

            11.       Acceptance of Extraordinary Aid

 

                        RESOLVED that the Woodbury Board of Education hereby approves accepting                                   Extraordinary Aid from the 2004-05 fiscal year which was received in the 2005-                                   06 fiscal year and to appropriate it in the 2005-06 budget as attached.  (Exhibit                           06-08)

 

           

 

12.       Purchase of 2002 Dodge Dakota Pickup Truck

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                    purchase of a 2002 Dodge Dakota pickup truck from Performance Dodge at a        total cost of $10,626.              

 

            13.       Change Order – NJ Business Systems

 

                        RESOLVED that the Woodbury Board of Education hereby approves a change                                    order with NJ Business Systems to purchase 28 switches through State Contract #                                A81214 at a total cost of $10,542.00.  This funding is available in the capital                                   projects fund.

 

                       

14.              E-Rate Consulting Services

 

            RESOLVED that the Woodbury Board of Education hereby approves awarding a        contract to E-Rate Exchange in the amount of $3,100 to provide E-Rate    consulting services for the 2005-06 fiscal year.

            1.         Memorandum of Agreement – 2005-06

 

                        RESOLVED that the Woodbury Board of Education hereby approves the                                            Memorandum of Agreement for the 2005-06 school year between the Woodbury                                 School District and the Woodbury Police Department.             

 

            2.         Nursing Plan

 

                        RESOLVED that the Woodbury Board of Education hereby approves the Nursing                    Plan for 2005-06 as attached.

                       

            3.         Admission of Non-Tuition Students – 2005-06

 

                        a)         RESOLVED that the Woodbury Board of Education hereby approves the                                            admission of a staff member’s child as a non-tuition student in the 11th                                        grade at Woodbury Jr.- Sr. High School for the 2005-06 school year.

                        b)         RESOLVED that the Woodbury Board of Education hereby approves the                                            admission of a staff member’s child as a non-tuition student in the 5th                                          grade at Walnut Street School for the 2005-06 school year.

 

4.         Textbook Approval

 

            RESOLVED that the Woodbury Board of Education hereby approves the                    textbook, Physical Science with Earth & Space, published by Prentice Hall,           copyright 2006, to be   used in the 10th grade             Physical Science Program.

 

5.         Agreement with Kennedy Memorial Hospital for Substance Abuse Assessments

 

            RESOLVED that the Woodbury Board of Education hereby approves entering             into an agreement with Kennedy Memorial Hospital during the 2005-06 fiscal       year to provide substance abuse assessments for pupils appearing to be under     the influence of substances, as per the fee scheduled attached.  (Exhibit 06-09)

 

            6.         Special Education Extended School Year Placement

2.      We don’t need to change the policy, we need to enforce the policy and give administrators the option of internal suspension.  (Currently we do not have internal suspensions).

            City Council Liaison – William Goodrich – The tax bills just went our and are pretty high.  Bill plans to attend the next City Council Meeting.

            Mr. Ferraino – mentioned that Walmart is politically backing private school vouchers.
