Mr. Gwalthney called the meeting to order at 7:00p.m. and read the opening statements.

·        Elementary School Report Card Revisions

-           Mr. Jones introduced Beth Stanek of West End (who chaired this committee).  Ms Stanek discussed the process taken to develop the revisions.  She answered various questions from the Board members.

·        Elementary Student/Parent Handbook Changes

-           Mr. Gamble highlighted the changes to the elementary handbook and entertained questions from the Board members.

 

9.   AGENDA

 

A.  ROUTINE MATTERS

 

1.   Approval of Minutes

The Woodbury Board of Education hereby approved the Minutes of the Board of Education Meeting held on June 22, 2006, and June 27, 2006.

    A revision was made to the formatting of the June 22, 2006, board minutes, referring to page 15 of those minutes. 

            2.   Transfers

The Woodbury Board of Education hereby approved the transfers in line accounts in accordance with the lists submitted.  (Exhibit 07-01)

3.   Payment of Bills

The Woodbury Board of Education hereby approved the payment of bills without exception including the July bill list as presented at the Board meeting.  (Exhibit 07-02)

- questioned the amount of money paid for the Woodbury Police Department.

- questioned Gateway High School transportation dollar amount – is that consistent with                  prior years?

- questioned the deficit in the yearbook.

B.        PERSONNEL – PROFESSIONAL

           

1.   Resignation

 

      The Woodbury Board of Education hereby accepted the letter of resignation from Silvia Cancila, Evergreen Avenue School Teacher of Grade 4, effective June 30, 2006. 

 

            2.   Employment

 

                  a)   The Woodbury Board of Education hereby approved the employment of Danielle L. Harrison as Teacher of Grade 2 at West End Memorial School, commencing September 7, 2006.  Ms. Harrison will be placed on Step 1, BA, on the 2006-07 teachers’ salary guide.

                  b)   The Woodbury Board of Education hereby approved the employment of Dana S. Frazier as Teacher of Grade 2 at Evergreen Avenue School, commencing September 7, 2006.  Ms. Frazier will be placed on Step 1,         BA, on the 2006-07 teachers’ salary guide.

                  c)  The Woodbury Board of Education hereby approved the employment of Antoinette Allen as Teacher of Mathematics at Woodbury Jr.-Sr. High School, commencing September 7, 2006.  Ms. Allen will be placed on Step 3, MA, on the 2006-07 teachers’ salary guide.

                  d)   The Woodbury Board of Education hereby approved the employment of Bobbi Sue McArthur as Interim Teacher of Grade 1 at Evergreen Avenue School, commencing September 7, 2006 through June 21, 2007.  Ms. McArthur will be compensated at the rate of $125 per day.

e)   The Woodbury Board of Education hereby approved the employment of  Jacqueline Rosario as Teacher of Special Education at Woodbury Jr. High School, commencing September 7, 2006.  Ms. Rosario will be placed on Step 1, BA, on the 2006-07 teachers’ salary guide.

f)    The Woodbury Board of Education hereby approved the employment of Gary A. Roskoski, as a School Psychologist, commencing September 7, 2006.  Mr. Roskoski will be placed on Step 1, MA, on the 2006-07 teachers’ salary guide.  Additionally, Mr. Roskoski will receive the $2,000 Child Study Team stipend.

 

                  Mr. Chiesa – B2c and B7 – Why is Antoinette Allen appointed as a math teacher and as a substitute teacher.

 

            3.   Change in Contracted Hours

 

                  The Woodbury Board of Education hereby approved a change in the contract for Mrs. Claire Frapaul, from .47 FTE to .6 FTE , effective September 1, 2006, at Evergreen Avenue School.  Mrs. Frapaul will be compensated .6 FTE in accordance with Step 13, BA, on the 2006-07 teachers’ salary guide.

 

            4.   Summer Employment

 

                  The Woodbury Board of Education hereby approved employing Daniel Howey during Summer 2006 for 5 days as his per diem salary.

            5.   Leaves of Absence

     

a)   The Woodbury Board of Education hereby approved granting Christina Pierce, Teacher of Grade 4 at Walnut Street School, a leave of absence under the federal Family Medical Leave Act for the period of on or about October 25, 2006 to on or about March 20, 2007.

b)   The Woodbury Board of Education hereby approved granting Carrie Rottina, Teacher of Grade 3 at Evergreen Avenue School, a leave of absence for the period of on or about October 13, 2006 through June 30, 2007.

 

6.   Extra-Curricular  – 2006-07

 

a)   The Woodbury Board of Education hereby approved non-athletic extra-curricular appointments for the 2006-07 fiscal year.

            1.   Employment

 

               a)   The Woodbury Board of Education hereby approved the employment of Joseph Idell as Assistant Facilities Director on an emergent hire basis.  Mr. Idell’s salary will be $47,000 yearly (pro-rated) and his start date will commence upon approval of his emergent hiring by the County Office of Education.

      b)   The Woodbury Board of Education hereby approved the employment of Joann van Oyen as Secretary at West End Memorial School, effective September 1, 2006.  Mrs. van Oyen will be placed on Step 8 (10 months) on the 2006-07 secretaries/clerical workers salary guide.

      c)   The Woodbury Board of Education hereby approved the employment of the following Instructional Assistants, effective September 7, 2006.  Each will be employed for 29 hours per week, 185 day school year, at the rate of $16 per hour.

2.   Transfer

 

      The Woodbury Board of Education hereby approved the transfer of Christina Worthington from a Pre-School Aide to an Instructional Assistant at Evergreen Avenue School, effective September 7, 2006.  Mrs. Worthington will be employed for 29 hours per week, 185 day school year, at the rate of $16 per hour.      

            3.   Summer Employment

 

                  a)   The Woodbury Board of Education hereby approved employing Joann van Oyen during Summer 2006 for 8 days (8 hour days) at her per diem salary.

                  b)   The Woodbury Board of Education hereby approved employing Kathleen Chando during Summer 2006 for an additional 2 days (total of eight 8 hour days) at her per diem salary.

                  c)   The Woodbury Board of Education hereby approved employing                                                                       Stephanie Reeves during Summer 2006 for 7 days (8 hour day) in August to complete district registration of new students.  Mrs. Reeves will be compensated at her per diem salary.

 

4.   Leave of Absence

 

      The Woodbury Board of Education hereby approved an uncompensated leave of absence for Margaret Walsh for 2.75 days for July 11 (.25), and July 12 – 13 (2.5), 2006.

1.   Extended School Year Placements

 

      The Woodbury Board of Education hereby approved extended school year placements for 2006-07. (Exhibit 07-03)

2.   2006-07 Elementary School Handbook

 

      The Woodbury Board of Education hereby approved the changes to the 2006-07 Elementary School Handbook. (Exhibit 07-04)

E.         BUSINESS & FINANCIAL

                 

            1.   Contract – NJ Commission for the Blind and Visually Impaired

 

                  The Woodbury Board of Education hereby approved entering into a contract with the New Jersey Commission for the Blind and Visually Impaired to provide services to Woodbury students #1406, #1675, and #0009 at a cost of $1,300 per student.

 

                  Ms. Moore – Do we have three (3) blind children?

 

           

 

            2.         Contracts – Gloucester County Special Services School District

 

             a)   The Woodbury Board of Education hereby approved contracting Physical Therapy services from Gloucester County Special Services School District for the 2006-07 school year.  These services are for 4 hours per week, for a total of 144 hours, at a fee of $67 per hour, with a yearly cost of $9,648.

b)   The Woodbury Board of Education hereby approved contracting Speech and   Language services from Gloucester County Special Services School District for the 2006-07 school year.  These services are for 4 day per week, for a total of 130 days, at a fee of $395 per day, with a yearly cost of $51,350.

 

Mr. Chiesa – Are these the best prices offered through the GCSSSD?

 

            3.   Change Orders – Delaware Valley Mechanical Contractors

 

                  The Woodbury Board of Education hereby approved the following change orders to the contract with the Delaware Valley Mechanical:

                        a) Change Order #1:  Credit $10,075 (Evergreen - $3,942 and Annex - $6,133) – Existing unit ventilators will remain

                        b)  Change Order #2:  $30, 734 – Removal of two H.S. boilers

                             Change Order #3:  $4,142.56 – Demo and relocate gas line to generator at H.S.

 

                  Mr. Lonabaugh – questioned the change order for the boilers – he asked if this is an increase or a decrease?

 

            4.   Change Orders – Plymouth Environmental

 

                  The Woodbury Board of Education hereby approved the following change orders to the contract with the Plymouth Environmental:

                        a)  Change Order #1:  Credit $5,800 (Evergreen - $2,250 and West End - $3,550) –                                      Reduction of asbestos abatement work due to leaving unit ventilators in place

b)  Change Order #2:  $7,800 (Evergreen) – Spray encapsulant above the spline ceiling on

            approximately 220 LF of the corridor

 

                  Ms. Moore – How are we with our contingency money?

 

            5.   NJSIAA Membership – 2006-07

 

                  The Woodbury Board of Education hereby approved a resolution for the 2006-07 membership in the NJSIAA.  By approving this resolution, the Board agrees to be governed by the Constitution, Bylaws and Rules and Regulations of the NJSIAA, including all rules governing student-athlete eligibility.

 

                  Mr. Chiesa – NJSIAA, questioned the institution of a drug program – is Woodbury complying with the new requirements.

 

            6.   2006-07 Tuition Rates

 

                  The Woodbury Board of Education hereby approved the tuition rates for the 2006-07 school year as follows:

 

                                    Kindergarten – Full Day Program               $13,000

                                    Grades 1-5                                                  $9,500

                                    Grades 6-8                                                $10,000

                                    Grades 9-12                                              $12,500

                                    Learning/Language Disabilities                    $13,000

                                    Multiple Disabilities                                    $14,000

 

                  Mr. Goodrich – will we advertise these rates?

            7.   Custodial Supplies Bid

 

                  The Woodbury Board of Education hereby approved to accept and award bids for custodial supplies for the 2006-07 fiscal year.   The highlighted areas indicate the low bidders.   (Exhibit 07-05)

 

                    This item was revised and the revised exhibit was put on the table.

1.         The Corzine Committee is spending a large amount of money to study regionalization and administration sharing.  The school should get a policy set up to deal with this.
