            The meeting of the Board of Education, City of Woodbury, was held on the above date. 

     

            Mrs. Dennen called the meeting to order at 7:10pm and read the opening statements.

            Public notice of this meeting pursuant to the Open Public Meeting’s Act has been given by the Board Secretary in the following manner:

 

            Faxing notice to the Gloucester County Times and to the Courier Post, and filing written notice with the Clerk of the City of Woodbury at the time of Reorganization.

-     Dave Macken – New Road Construction Management – gave an update regarding the HVAC work inside all three buildings.  He referred to his progress report dated 6/19/06, which was included with the Business Administrator’s monthly report.

-         Discussed concerns with delivery dates of equipment.  Elementary schools to be finished on the 1st.

-         Dave Macken discussed the wells progress

·        West End - wells are done, looping them now

·        Evergreen  - 8 more wells to do, completion date at the end of July

·        High School – completion date at the end of September

A.  ROUTINE MATTERS

 

1.   Approval of Minutes

RESOLVED that the Woodbury Board of Education hereby approves the Minutes of the Board of Education Meetings held on May 23, 2006.

2.   Secretary’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the May 2006 Secretary’s Report.  (Exhibit 06-128) 

 

            3.   Treasurer’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the May 2006 Treasurer’s Report.  (Exhibit 06-129)

 

4.   Transfers

RESOLVED that the Woodbury Board of Education hereby approves the transfers in line accounts in accordance with the lists submitted.  (Exhibit 06-130)

5.   Payment of Bills

RESOLVED that the Woodbury Board of Education hereby approves the payment of bills without exception.  (Exhibit 06-131)

 

6.   Revenue Amounts/Sources

RESOLVED that the Woodbury Board of Education recognizes the Board Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11c2, that there are no changes in anticipated revenue amounts and revenue sources as detailed under the Business & Financial Section of this agenda.

 

7.   Certifications

a)   Secretary’s Report

Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for the month of May, 2006. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23-2.11c 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. 

b)   Board of Education Certification

            The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C.6A:23-2.11c4, that after review of the secretary’s monthly financial report   (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11c and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

B.         PERSONNEL – PROFESSIONAL

 

            1.   Sidebar Agreement – Woodbury Education Association Contract

 

                  RESOLVED that the Woodbury Board of Education hereby approves the Sidebar Agreement, Appendix C, between the Woodbury Board of Education and the Woodbury Education Association.  (Exhibit 06-132)

 

            2.   Employment

 

                  a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Daniel Howey as a Guidance Counselor at Woodbury Jr.-Sr. High School, commencing September 7, 2006.  Mr. Howey will be placed on Step 1, MA, on the 2006-07 teachers’ salary guide.

                  b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Karen Capozzi as a Speech-Language Specialist in the Woodbury School District, commencing September 7, 2006.  Ms. Capozzi will be placed on Step 8, MA, on the 2006-07 teachers’ salary guide.

                  c)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Steven Gallatig as Teacher of Social Studies at Woodbury Jr.-Sr. High School, commencing September 7, 2006.  Mr. Gallatig will be placed on Step 6, BA, on the 2006-07 teachers’ salary guide.

                  d.)  RESOLVED that the Woodbury Board of Education hereby approves the employment of Sherry Lynn Hall as ESL Teacher in the Woodbury School District.  Ms. Hall will be placed on Step 7, BA (.375 FTE) on the 2006-07 teachers’ salary guide.

 

3.   Resignations

 

      a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Marisa Schuenemann, effective June 30, 2006.  Mrs. Schuenemann has been on a Family Leave of Absence during the 2005-06 school year.

     

b)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Beth Ann Godfrey, LDT-C, effective June 30, 2006.

 

            Ms. Moore – sad to see Beth Godfrey leaving.

 

4.   Leaves of Absence – Child Rearing – 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves granting a child rearing leave of absence for the 2006-07 school year to Rebecca Beall.

      b)   RESOLVED that the Woodbury Board of Education hereby approves granting a child rearing leave of absence for the 2006-07 school year to Kristin Corley.

 

      Mr. Haase – are we hiring teachers to replace these teachers out on leave?

     

5.   Additional Compensation – 2005-06

 

      RESOLVED that the Woodbury Board of Education hereby approves compensating T. Joshua Bowe for 3 hours at the Special Projects Rate for substituting on June 13, 2006 as the detention monitor.

 

      Mr. Goodrich – asked why is Mr. Bowe getting paid for this?

 

6.   Summer Study 2006 Stipends

                  RESOLVED that the Woodbury Board of Education hereby approves compensating James Krauss and Linda Webb at the Special Projects Rate for working the sound and light booth in the High School auditorium for outside organizations’ events during the 2006-07 school year.  Outside organizations will be charged for use of the booth.

 

                  Mr. Goodrich – please explain what we are paying them.

                  Mr. Goodrich – lets not build capital projects that we need to staff with personnel.

Mr. Chiesa – were not increasing the number of staff members.  We are cutting other positions to make room for new ones.

 

 

9.   Summer Employment – 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Dawn Ensign for a maximum of 35 hours to develop curriculum for the Multiply Disabled Program at Woodbury High School.   Compensation will be at the Special Projects Rate.

 

      Ms. Moore - asked the number of students in the new MD program.

 

b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of the following personnel for Summer Programs 2006. Compensation will be at the Special Projects Rate.

            1.   Employment

 

                  a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of support staff for the 2006-07 school year. (Exhibit 06-134) 

b)            RESOLVED that the Woodbury Board of Education hereby approves the employment of Richard Vogel as a Custodian at Woodbury High School.  Mr. Vogel will be placed on Step 1 on the Custodians’ 2006-07 Salary Guide.  Mr. Vogel’s start date is pending receipt of his Criminal History approval.
c)   RESOLVED that the Woodbury Board of Education hereby approves the employment of David M. Love as a Custodian at Woodbury High School.  Mr.  Love will be placed on Step 1 on the Custodians’ 2006-07 Salary Guide.  Mr. Love’s start date is pending receipt of his Criminal History approval.
d)   RESOLVED that the Woodbury Board of Education hereby approves the                                                        employment of Ian Gordon as the Technology Coordinator effective August 1, 2006 through June 30, 2009 at a starting salary of $75,000, pro-rated, with a 4% increase in each of the next two years.

 

Mr. Chiesa – questioned the salary of the proposed technology coordinator and whether he is in the bargaining unit.

 Ms. Moore – why is he leaving Delsea?

 Mr. Chiesa – what new initiatives will he handle?

 

e.)  RESOLVED that the Woodbury Board of Education hereby approves the employment of Kathleen E. Chando as Secretary at Evergreen Avenue School, effective September 1, 2006.  Ms Chando will be placed on Step 8 (10 months) on the 2006-07 secretaries/clerical workers salary guide.

 

             2.  Transfer

 

      RESOLVED that the Woodbury Board of Education hereby approves the transfer of  Victoria Fulgham from Assistant Facilities Director to Secretary to the School Business Administrator effective July 10, 2006 at an annual salary of $35,000, pro-  rated.

 

3.   Resignations

 

      a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of  resignation from Alan Ramsey, Grounds Supervisor, effective June 15, 2006.

      b)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of  resignation from Casey Amiss, Instructional Assistant, effective June 22, 2006.

      b)   RESOLVED that the Woodbury Board of Education hereby approves an uncompensated leave of absence under the federal Family Medical Leave Act for Todd Miller, Tutor at West End School, for the period of 5/1 – 5/5/06 and 5/10 –   5/19/06.

      c)   RESOLVED that the Woodbury Board of Education hereby approves an uncompensated leave of absence for Kevin Washington, Instructional Assistant at Woodbury Jr./Sr. High School, for the period of June 2 – 22, 2006.

      h)   RESOLVED that the Woodbury Board of Education hereby approves a compensated medical leave of absence for Margaret Brennan, Building Aide at West End School, from May 15 – June 22, 2006.

      i)    RESOLVED that the Woodbury Board of Education hereby approves an uncompensated leave of absence for Jessica Turkot, Instructional Assistant at Woodbury Jr.-Sr. High School, for June 21, 2006.

     

5.   Additional Compensation – 2005-06

 

      RESOLVED that the Woodbury Board of Education hereby approves compensating Ivette Serrano as a substitute Building Aide at West End School, for up to 2 additional hours per day, at the rate of $7.50 per hour, commencing June 1, 2006.

 

6.   Summer Employment – 2006-07

 

a)   RESOLVED that the Woodbury Board of Education hereby approves employing  Elizabeth Murphy during Summer 2006 for 8 days (8 hour day) at her per diem salary.

b)   RESOLVED that the Woodbury Board of Education hereby approves employing Robert Burgess at a summer student worker in the Technology Department commencing July 10, 2006, for a maximum of 32 hours per week at the rate of  $7.50 per hour.

c.)  RESOLVED that the Woodbury Board of Education hereby approves employing Kathleen E. Chando during Summer 2006 for 6 days (8 hour day) at her per diem salary.

 

7.   Community Service Supervisor – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves the appointment of Edward Wollick as the Community Service Supervisor on weekends for the 2006-07 school year.  Compensation is at the rate of $14.60 per hour.

                  a)   RESOLVED that the Woodbury Board of Education hereby approves the second reading of revised/new policies with changes made to Policies 7510, 7650 and  8505 as revised at the Board Meeting.  (Exhibit 06-138)

 

                  Mr. Chiesa – School nutrition/wellness policy – how do we address sporting events?

 

                  Mr. Goodrich – Policy page P51 – why are we deleting “New Jersey” reference.

           

                  b)   RESOLVED that the Woodbury Board of Education hereby approves making citation revisions to policies resulting from the New Jersey Department of Education recodification of the New Jersey Administrative Code presented as Exhibit 06-125 on May 23, 2006.

                  c)   RESOLVED that the Woodbury Board of Education hereby approves abolishing Policy 9322 – Drug Free School Zones.

 

                  Ms. Moore – asked why are we abolishing the Drug Free School Zone?

 

                  d)   RESOLVED that the Woodbury Board of Education hereby approves Regulations presented as Exhibit 06-124 on May 23, 2006 with changes to Regulation 7510.(Exhibit 06-139)

3.  Joint Purchasing Agreement – 2006-07

 

     RESOLVED that the Woodbury Board of Education hereby approves entering into a joint purchasing agreement with Pittsgrove Township Board of Education to purchase paper, materials and supplies.

 

4.  Educational Cooperative Pricing System

 

     RESOLVED that the Woodbury Board of Education hereby approves member participation in the Educational Cooperative Pricing System for the 2006-07 school year for the purchase of work, materials and supplies.  The annual licensing and maintenance fee will be $5,200.  (Exhibit 06-140)

 

     Ms. Moore – Educational Data referenced bad experiences with bidding uniforms through other schools.

 

5.  Custodial Supplies Bid

 

     RESOLVED that the Woodbury Board of Education hereby approves bid specifications for the purchase of custodial supplies for 2006-07 and to advertise and receive bids for same.  (Exhibit 06-141)

 

     6.     Stadium Bid

 

     RESOLVED that the Woodbury Board of Education hereby approves bid specifications for the stadium project and to advertise and receive bids for this project.  The bid specifications are available in the business office for review.

 

     Mr. Ferraino – do we have signs on our back fences?

 

7.  New Road Construction Management Company – Increase in Contract Amount

 

     RESOLVED that the Woodbury Board of Education hereby approves increasing the amount of the contract with New Road Construction Management Company by $33,250 for three additional months of construction management and an increase to the services provided in the preconstruction phase of the facility projects.

 

     Mr. Goodrich – why is New Road Construction Management Company proposing an increase in the contract?

 

8.  Cancellation of Outstanding Checks

     RESOLVED that the Woodbury Board of Education hereby approves applying for the Bowerman Track Grant, an initiative of the Global Community Affairs Division at Nike, Inc.

 

10. Contracts – Gloucester County Special Services School District – 2006-07

 

     a)     RESOLVED that the Woodbury Board of Education hereby approves entering  into contract with the Gloucester County Special Services School District to provide P.L. 1991, Chapter 226 Nonpublic Nursing Services for the 2006-07  school year. (Exhibit 06-142)

     b)    RESOLVED that the Woodbury Board of Education hereby approves entering into contract with the Gloucester County Special Services School for Nonpublic Textbook Purchasing.  (Exhibit 06-143)

     RESOLVED that the Woodbury Board of Education hereby approves the following extended school year transportation route costs for the 2005-06 fiscal year.  This transportation was provided by Clearview Regional School District as per the joint transportation agreement approved by the Board of Education in April, 2005.

13. Consultation Services – Sheilds Academic Technology Services – 2006-07

 

     RESOLVED that the Woodbury Board of Education hereby approves entering into a consultant contract with Sheilds Academic Technology Services for the 2006-07 school year.  The consultant will be paid a $300 per diem rate not to exceed 120 days.

 

14. Professional Engineering Services

 

     RESOLVED that the Woodbury Board of Education hereby approves awarding a professional services contract to Damiano Long to provide professional engineering services for an auditorium seating assessment.  (Exhibit 06-144)

15. Capital Projects Funds

 

       RESOLVED that the Woodbury Board of Education hereby approves transferring interest earned from Capital Projects Funds in 2006-07 fiscal year to the Debt Service Fund.

 

     Ms. Moore – interest earned on Captial Projects Funds back to debt service.

 

16. Additional Bill List

 

       RESOLVED that the Woodbury Board of Education hereby approves preparing an additional bill list dated 6/30/06 to be ratified at the July Board of Education meeting.

 

 

17. Transfers

 

       RESOLVED that the Woodbury Board of Education hereby approves making all transfers necessary to close the books on June 30, 2006 to be ratified at the July Board of Education meeting.

 

18.  Travel and Work Related Expenses for Employees

 

      RESOLVED that the Woodbury Board of Education hereby approves the resolution for reimbursement of travel and work related expenses for employees attending conferences, conventions, staff training, seminars and/or workshops as previously approved by the Chief School Administrator as work related and within the scope of the work responsibilities of each attendee.  (Exhibit 06-145)

          New Road Construction Management – they are an added value to the entire project and are worth whatever we are paying them.

          Trying to send a newsletter out with referendum information in August  (newsletter to be distributed  3 or 4 times per year).

          Pleased with a number of good articles in the newspaper.  We are continuing to reach out to the community.

          Strategic plan – 1st meeting will be in the Fall and this will be a major topic.

          Website – there will be a new look in September.

 

Policy Committee – William Goodrich, Chairperson - the committee is continuing to review policies and regulations as scheduled.

 

Minority Task Force – Diane Hill, Liaison -       no report
