With regard to Scott Hobson’s resignation at West End - Lots of people expressed concern with his resignation.  Parents are settled with this but still concerned because they felt like they finally had some continuity.  The concern with discipline of students should be discussed with the next Principal.

19. DISCUSSION ITEMS

 

§         Student Council Update – No Report – Student Representative was absent.

 

§         HVAC Project Update

Mr. Radey discussed the HVAC bids received on 4/20/06, the alternates and costs.  He reported that we can revise the scope at Walnut with air-to-air heat pump units and put out to bid again.  The occupants won’t notice a difference from other schools.  It will look the same.  Not as efficient as geothermal units but more efficient than existing boilers.  Walnut only 10% of our occupancy costs – therefore there’s not much impact.  It requires no distribution piping or well fields.  It does require an electrical upgrade to the building.  The proposed units provide heating and air conditioning.

 

Mr. Chiesa – Why is the dollar spread between low bidders and other bidders so great?

 

Mr. Goodrich – We were hoping to get more bidders this time.  Why only three?

Dave Mackin – A fourth bidder declined bidding.  He saw it is an aggressive project with tight timelines.

 

Mr. Goodrich – Stressed that Walnut Street School was not slated for geothermal in the school referendum.

 

Mr. Ferraino – What will we do with the West End boiler?

 

Mr. Chiesa – What’s the safety issue between cooper and aluminum?

Mr. Radey – Copper is a better conductor.  Aluminum is plenty big enough to carry the load though.

 

Mr. Goodrich – Is there a backup?

Mr. Radey – Yes.  It’s an electric backup.  Use the outside air to heat and cool – when that’s too hot/cold – use electric.

 

Mr. Goodrich – Is it quiet?

Mr. Radey – Yes, it’s made for classrooms.

 

Mr. Magyar – Explained the soil investigation at the High School and where the district stands with drilling the geothermal wells.

 

Ms. Hill – What’s the soonest date we’ll have heat in the High School?
Dave Magyar – We’re hoping the middle of October.

 

Ms. Hill – Can boilers be used if Geothermal is incomplete.

Mr. Radey – We could connect Airdale units at an additional cost.

 

Dave Magyar – Gave an update on the URS Study and Waterfront Development Permit.  SHPO and partial waterfront development permit approval.

Mr. Haase – What took so long to start the High School drilling?

·        Stadium Update – discussed a bleacher alternative proposed by New Road Construction Management.

·        Design to be completed in three weeks.

Need Waterfront Development approval, Land Use, Army Core of Engineers and Green Acres.

 

20. AGENDA

 

A.  REORGANIZATION

 

      1.   Adoptions

 

            a)         RESOLVED that the Woodbury Board of Education hereby approves adopting the policies, bylaws and regulations in the current Policy Manual for the purpose of assuring uninterrupted operation of the schools and normal business procedures.

            b)         RESOLVED that the Woodbury Board of Education hereby approves adopting the permitted pupil records in accordance with N.J.A.C. 6:3-6.3(a)2:

§         Personal data which identified each pupil enrolled

§         Record of daily attendance

§         Pupil progress according to the district system of evaluation

§         History and status of physical health compiled in accordance with State regulations

§         Records regarding the education of educationally handicapped pupils.

     

      2.   Appointments

 

            a)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Robert Law as Treasurer of School Funds, to serve for the term of this organization date until the Board next organizes in 2007, at the salary of  $5,000.

            b)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Capehart and Scatchard, P.A. as Special Counsel, to serve for the term of this organization date until the Board next organizes in 2007, at a fee based on services rendered at $150 per hour and litigated construction disputes will be billed at $200 per hour.  A Political Contribution Disclosure Form has been received.

            c)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Holman and Frenia, PC., as School Auditor, to serve for the term of this organization date until the Board next organizes in 2007, at a fee not to exceed $18,000, subject to review and discussion of their external peer review.  A Political Contribution Disclosure Form has been received.             d)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Esther R. Pennell, Qualified Purchasing Agent, as the district purchasing agent for the term of this organization date until the Board next organizes in 2007 and to set the bid threshold at $29,000.

            e)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Esther R. Pennell as the Public Agency Compliance Officer for the term of this organization date until the Board next organizes in 2007.                 

            f)          RESOLVED that the Woodbury Board of Education hereby approves the appointment of Esther R. Pennell as the Custodian of Public Records and the principal at each school as the Custodian of his/her school records for term of this organization date until the Board next organizes in 2007.

            g)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of, Taylor, Whalen and Hybbeneth as Labor Relations Consultant.  A Political Contribution Disclosure Form has been received.

            h)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Esther R. Pennell as Secretary of the Board of Education for the term of this organization date until the Board next organizes in 2007.

            i)          RESOLVED that the Woodbury Board of Education hereby approves the appointment of Barbara Castleberry as Affirmative Action Officer for the 2006-07 school year.

            j)          RESOLVED that the Woodbury Board of Education hereby approves the appointment of Barbara Castleberry as the Title IX Compliance Officer for the 2006-07 school year.

            k)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Barbara Castleberry as District-wide Section 504 Coordinator and the principal at each school as Section 504 Compliance Officers for the 2006-07 school year.

            l)          RESOLVED that the Woodbury Board of Education hereby approves the appointment of Dr. Jeffrey Adams as American with Disabilities Act Compliance Officer for the 2006-07 school year.

            m)        RESOLVED that the Woodbury Board of Education hereby approves the appointment of Gloria Goode as the Homeless Children Liaison for the 2006-07 school year.

            n)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Steven Morris as Attendance Officer for the 2006-07 school year.

            o)         RESOLVED that the Woodbury Board of Education hereby approves the appointment of Barbara Castleberry as Issuing Officer of Working Papers for the 2006-07 school year.

 

      3.   Designations

 

            a)         RESOLVED that the Woodbury Board of Education hereby approves designating the Gloucester County Times and the Courier Post as the official newspapers for legal advertising for the 2006-07 school year.

            b)         RESOLVED that the Woodbury Board of Education hereby approves designating official depositories for funds of the Board of Education.  (Exhibit 06-91)

            c)         RESOLVED that the Woodbury Board of Education hereby approves officers and certain employees of the Board of Education as principal and alternate signers of   financial documents necessary for the transaction of board business matters. (Exhibit 06-92)

 

 

      4.   Other

 

            a)         RESOLVED that the Woodbury Board of Education hereby approves the Requisition of Taxes Schedule.  (Exhibit 06-93)

            b)         RESOLVED that the Woodbury Board of Education hereby approves the Grades PK-12 written curriculum and associated textbooks.                 

            c)         RESOLVED that the Woodbury Board of Education hereby approves job descriptions as contained in the current Personnel Manual.

            d)         RESOLVED that the Woodbury Board of Education hereby approves setting regular meetings of the Board of Education during the ensuing year, and authorizes public advertisement of same. (Exhibit 06-94)

            e)         RESOLVED that the Woodbury Board of Education hereby approves establishing a petty cash checking account in the amount of $1,000 for the 2006-07 school year, and to authorize petty cash funds as follows with a limit of $25 on each   purchase:

            g)         RESOLVED that the Woodbury Board of Education hereby approves the annual review of procedures regarding over-expenditures of funds. (Exhibit 06-96)

            h)         RESOLVED that the Woodbury Board of Education hereby approves entering into a Cooperative Pricing Agreement within the County of Gloucester for the purchase of work, materials and supplies during the 2006-07 school year.

 

      5.   Doctrine of Necessity

 

                 RESOLVED that the Woodbury Board of Education hereby approves the Resolution Invoking the Doctrine of Necessity for Personnel Evaluation and Recommendation.  (Exhibit 06-97)

 

6.   Cooperative Transportation

 

            a)         RESOLVED that the Woodbury Board of Education hereby approves participation in the GCSSSD’s Cooperative Transportation Program for the 2006-07 school year for select routes under the established guidelines. (Exhibit 06-98)

            b)         RESOLVED that the Woodbury Board of Education hereby approves entering into a contract with the Gateway Regional School District for the establishment of bus routes for Woodbury students requiring transportation during the 2006-2007 school year.

B.  ROUTINE MATTERS

 

1.   Approval of Minutes

RESOLVED that the Woodbury Board of Education hereby approves the Minutes of the Board of Education Meetings held on March 28, 2006 and April 10, 2006.

2.   Secretary’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the March 2006 Secretary’s Report.  (Exhibit 06-99)

 

            3.   Treasurer’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the March 2006 Treasurer’s Reports.  (Exhibit 06-100)

 

4.   Transfers

RESOLVED that the Woodbury Board of Education hereby approves the transfers in line accounts in accordance with the lists submitted.  (Exhibit 06-101)

5.   Payment of Bills

RESOLVED that the Woodbury Board of Education hereby approves the payment of bills without exception.  (Exhibit 06-102)

 

6.   Revenue Amounts/Sources

RESOLVED that the Woodbury Board of Education recognizes the Board Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11c2, that there are no changes in anticipated revenue amounts and revenue sources as detailed under the Business & Financial Section of this agenda.

 

 

7.   Certifications

a)   Secretary’s Report

Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for the month of March 2006. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23-2.11c 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. 

b)   Board of Education Certification

            The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C.6A:23-2.11c4, that after review of the secretary’s monthly financial report   (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11c and  that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

1.   Termination

 

RESOLVED that the Woodbury Board of Education hereby approves the termination of the employment Ms. JoAnn Rothmaller, Speech-Language Specialist, effective March 30, 2006.

 

2.   Resignation

 

      RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Scott Hobson, Principal of West End Memorial School, effective June 30, 2006.

 

3.   Employment –  Teaching Staff - 2006-07

 

a)   RESOLVED that the Woodbury Board of Education hereby approves issuing tenure acknowledgements to teaching staff members for 2006-07. With change to John Henry FTE 1.0 not .4 (Exhibit 06-103)

      b)   RESOLVED that the Woodbury Board of Education hereby approves granting tenure to teaching staff members for 2006-07.  (Exhibit 06-104)

      c)   RESOLVED that the Woodbury Board of Education hereby approves issuing a third contract to teaching staff members for 2006-07.  (Exhibit 06-105)

      d)   RESOLVED that the Woodbury Board of Education hereby approves issuing a second contract to teaching staff members for 2006-07.  (Exhibit 06-106)

 

      e)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Scott K. Sokolic as Teacher of Physical Science at Woodbury Jr.-Sr. High School, commencing September 7, 2006.  Mr. Sokolic will be placed on Step M8 on the teachers’ 2006-07 Salary Guide.

      f)    RESOLVED that the Woodbury Board of Education hereby approves the employment of Ellen L. Firth as Teacher of English at Woodbury Jr.-Sr. High School, commencing September 7, 2006, pending her meeting New Jersey certification requirements.  Ms. Firth will be placed on Step B2 on the teachers’ 2006-07 Salary Guide

 

4.   Employment – Administrators – 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves granting tenure for those in the position of School Business Administrator/Board Secretary after employment for two consecutive school years.

      b)   RESOLVED that the Woodbury Board of Education hereby approves the contract for Esther R. Pennell, School Business Administrator/Board Secretary, for the school years 2006-07 through 2008-09.

      c)   RESOLVED that the Woodbury Board of Education hereby approves the carrying of unused vacation time for Esther R. Pennell from the 2005-06 school year into the 2006-07 school year.

      d)   RESOLVED that the Woodbury Board of Education hereby approves issuing tenure acknowledgement to administrators for 2006-07. (Exhibit 06-107)

      e)   RESOLVED that the Woodbury Board of Education hereby approves granting tenure to administrators for 2006-2007.   (Exhibit 06-107)

      b)   RESOLVED that the Woodbury Board of Education hereby approves compensating Dawn Seigel and Suzanne Maxymuk for up to six hours each at the    Special Projects Rate to assist with kindergarten screening.

     

9.   Substitutes – 2005-06

                  a)   RESOLVED that the Woodbury Board of Education hereby approves accepting the letter of retirement from Ethel M. Johnson, Clerk at Evergreen Avenue School, effective June 30, 2006.  Ms. Johnson has been with the district for the  past twenty-three years.

                  b)   RESOLVED that the Woodbury Board of Education hereby approves accepting the letter of retirement from JoAnne Reola, Secretary – Jr. High Guidance, effective June 30, 2006.  Mrs. Reola has been with the district for twenty years.

 

            2.   Resignation

 

                  RESOLVED that the Woodbury Board of Education hereby approves accepting the letter of resignation from Jung H. (Steve) Lee as Technology Coordinator.

 

            3.   Termination

 

                  RESOLVED that the Woodbury Board of Education hereby approves terminating the employment of Mr. Thomas Kosel, effective April 21, 2006. 

 

 

            4.   Employment

 

                  a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Robert Lore as Computer Technician on an emergent hire basis effective May 1, 2006.  Mr. Lore’s salary will be $23,000 per year.

                  b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Anastasia Jones as a lunch aide at Evergreen School on an emergent hire basis, effective May 1, 2006.

 

            5.   Student Worker

 

                  RESOLVED that the Woodbury Board of Education hereby approves the Harrison Webb as a student AV worker for the 2005-06 school year.

                 

6.   Leaves of Absence

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves granting Gina Faraone, Instructional Assistant, a leave without pay for June 22, 2006.

            2.  Demonstrably Effective Program Aid (DEPA) Operation Plan – 2006-07

 

                 RESOLVED that the Woodbury Board of Education hereby approves the 2006-07 Demonstrably Effective Program Aide (DEPA) Operation Plan for submission to the County Office of Education for approval.

 

            3.  Bids – Concrete Replacement

 

                 RESOLVED that the Woodbury Board of Education hereby approves awarding a contract in the amount of $61,066 for district-wide concrete replacement to Batten Excavation.  (Exhibit 06-109)

                

4.  Travel and Work Related Expenses

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves the resolution for reimbursement of travel and work related expenses for employees attending conferences, conventions, staff training, seminars and/or workshops as previously approved by the Chief School Administrator as work related and within the scope of the work responsibilities of each attendee.  (Exhibit 06-110)

      b)   RESOLVED that the Woodbury Board of Education hereby approves reimbursement of travel expenses for Board Members to attend the New Jersey School Board’s Association Conference on October 25-27, 2006.  (Exhibit 06- 111)

 

5.   Contracted Services – Gloucester County Special Services School District

 

      RESOLVED that the Woodbury Board of Education hereby approves an increase to contracted Speech and Language services from Gloucester County Special Services School District by one full day from April 18, 2006 through the remainder of the 2005-06 school year.

 

6.   Professional Services Agreement – Taylor, Whalen & Hybbeneth

 

      RESOLVED that the Woodbury Board of Education hereby approves renewing the professional services agreement with Taylor, Whalen and Hybbeneth for the period of August 1, 2006 through July 31, 2009.  (Exhibit 06-112)

 

7.   Lunch and Milk Prices – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves lunch and milk prices for 2006-07 school year as follows:

            9.         Geothermal Wells and Sitework – Walnut Street School

 

                        RESOLVED that the Woodbury Board of Education hereby approves rejecting Add Alternate G-1 of bids received on January 23, 2006 for the geothermal wells and site work at the Walnut Street School in the amount of $199,940.

 

            10.       Bid - HVAC Renovations

 

                        RESOLVED that the Woodbury Board of Education hereby approves awarding a contract to Delaware Valley Mechanical as the lowest responsible bidder for the HVAC renovations to the High School, West End Memorial School and Evergreen Avenue School as follows:

 

                                    Base Bid          $8,757,000

                                    Alternate 6       $275 per lineal foot (casework)

                                    Alternate 7       $15,000 (Phase loss monitoring/circuit breakers)

                                    Alternate 8       $27,000  (Surge protection)
