10.              DISCUSSION ITEMS

 

1.    Joanne Saradacus

·         The holiday trip  to the Woodbury CDC and Woodbury Mews takes place tomorrow.

 

2.      Geothermal Wells

·         Mr. Frank Radey, Radey Associates Architects gave an update on the geothermal well drilling work which is included on the agenda for approval to advertise and bid.

 

3.      Evergreen Avenue

    • Mr. Jones discussed concerns with Evergreen Avenue School student drop off and the jay walking situation occurring in the morning.
    • We will be working with the police chief for support to help with the jay walking situation. 
    • We can eliminate part of the problem by opening the back gate.
    • There will be a temporary drop off  in the front parking lot.
    • There will be additional manpower in the front and back of building to support these efforts. 

 

4.      Graduation Site- Mr. Jones

·         Dr. Mackie and Mr. Shivers are putting together a committee of parents and students to formulate a unified opinion for a site.

RESOLVED that the Woodbury Board of Education hereby approves the Minutes of the Board of Education Meeting held on November 22, 2005.

2.   Secretary’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the November 2005 Secretary’s Report.  (Exhibit 06-39) 

 

            3.   Treasurer’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the October 2005 Treasurer’s Report.  (Exhibit 06-40)

 

4.   Transfers

RESOLVED that the Woodbury Board of Education hereby approves the transfers in line accounts in accordance with the lists submitted.  (Exhibit 06-41)

5.   Payment of Bills

RESOLVED that the Woodbury Board of Education hereby approves the payment of bills without exception.  (Exhibit 06-42)

 

6.   Revenue Amounts/Sources

RESOLVED that the Woodbury Board of Education recognizes the Board Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11c2, that there are no changes in anticipated revenue amounts and revenue sources and detailed under the Business & Financial Section of this agenda.

7.   Certifications

a)   Secretary’s Report

Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for the month of November, 2005. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23-2.11c 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. 

b)   Board of Education Certification

            The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C. 6A:23-2.11c4, that after review of the secretary’s monthly financial  report (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11c and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

B.         PERSONNEL – PROFESSIONAL

 

1.   Employment

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Morton Argoe as Interim Assistant Principal commencing January 3, 2006 through the end of the school year.  Mr. Argoe will be compensated at the             rate of $390 per day.

      b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Warren Swartwood as Interim Teacher of Physical Science commencing January 3, 2006 through the end of the school year.  Mr. Swartwood will be compensated at the rate of $220 per day.

 

2.   Change of Shared Services Contract with EIRC

 

      RESOLVED that the Woodbury Board of Education hereby approves revising the contract with EIRC for John Henry.  Commencing January 3, 2006, EIRC will reimburse the Woodbury Board of Education for .6 FTE of John Henry’s salary and benefits.

 

3.   Mentors 2005-06

 

      RESOLVED that the Woodbury Board of Education hereby approves the following mentors for the 2005-06 school year:

5.   Extra-Curricular – 2005-06

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves eliminating the split stipend approved on the August, 2005 Agenda for Barbara Gale as    Advisor for the Weight Room.  Christopher Sheppard (previously approved) will receive the entire stipend (Step 2).         

 

b)   RESOLVED that the Woodbury Board of Education hereby approves the following extra-curricular athletic appointments for the 2005-06 fiscal year:

            RESOLVED that the Woodbury Board of Education hereby approves compensation at the Special Projects Rate for the following teachers who attended the Common Concerns of Classroom Teachers and Preparing for Parent/Teacher Conferences workshops sponsored by Rowan University.   Rowan University will reimburse the Woodbury Board of Education for this program.

      RESOLVED that the Woodbury Board of Education hereby approves terminating Blaine Selby, Network Engineer, effective December 7, 2005.  Mr. Selby will be compensated through January 6, 2006 in accordance with his employment contract.

 

2.   Resignations

 

      a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Carolyn Feldman, Lunch Aide at Evergreen Avenue School,             effective December 23, 2005.

      b)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Maureen Duncovich, Tutor at Evergreen Avenue School, effective January 24, 2006.

           

3.   Employment

 

a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Lizabeth Bloem-LaRue as a Special Education Aide at Evergreen Avenue School, effective December 1, 2005.  Ms. Bloem-LaRue will be employed for 29 hours per week, 183 day school year, with compensation on Step 3-Sub. Cert. on the Aides’ 2005-06 salary guide.

b)   RESOLVED that the Woodbury Board of Education hereby approves the appointment of Vivian Fortson as a lunch aide at Evergreen Avenue School.  Her start date will commence with the approval of her criminal history review.

 

4.   Federal Family Leave of Absence

 

      RESOLVED that the Woodbury Board of Education hereby approves a Federal Family Leave of Absence for Elizabeth Murphy, Secretary to the Director of Athletics/Activities, commencing November 15, 2005 through January 2, 2006.

2.   Travel and Work Related Expenses for Employees

 

      RESOLVED that the Woodbury Board of Education hereby approves the resolution for reimbursement of travel and work related expenses for employees attending conferences, conventions, staff training, seminars and/or workshops as previously approved by the Chief School Administrator as work related and within the scope of the work responsibilities of each attendee.  (Exhibit 06-47)

 

3.   Acceptance of IDEIA FY ’06 Funds

 

      RESOLVED that the Woodbury Board of Education hereby approves acceptance of the following IDEIA FY ’06 funds as follows:

 

      IDEIA Basic:                      $457,333  ($35,076 for non-public use)

      IDEIA Preschool:               $  21,070 ($4,013 for non-public use)

 

4.   Fiscal Year 2005 Carry-Over Funds

 

      RESOLVED that the Woodbury Board of Education hereby approves to carry over Fiscal Year ’05 project funds as follows:

 

            Title I               $2,420

            Title IID           $3,346

            Title IV             $2,926

            Title V              $5,308

 

5.   GCIT Federal Tech Prep Grant Program

 

      RESOLVED that the Woodbury Board of Education hereby approves participating as a subgrantee of GCIT Federal Tech Prep Grant Program #04 BV09G06, Year 3/3, in the amount of $50,000. 

 

6.   Rescinding of Change Order

 

      RESOLVED that the Woodbury Board of Education hereby approves rescinding a change order to Straga Brothers in the amount of $5,330, which was approved on October 25, 2005 to furnish and install ten light boxes. 

                 

            7.  Bid Specifications/Receipt of Bids – Geothermal Well Installation

 

                  RESOLVED that the Woodbury Board of Education hereby approves the bid specifications for the geothermal well installation and to advertise for the receipt of bids for this portion of the geothermal project. 

 

 

 

 

8.   Resolution to Award Contract for Professional Services (HVAC Project)

 

                  RESOLVED that the Woodbury Board of Education hereby approves the following resolution to retain the professional environmental services of Horizon Environmental Group, Inc.  (Exhibit 06-48)

 

9.   Interlocal Service Agreement – Sterling High School

 

      RESOLVED that the Woodbury Board of Education hereby approves the following agreement for Interlocal Services with Sterling High School (Exhibit 06-49) to provide temporary shared technology services commencing December 7, 2005.  The per diem rates are as follows:

                        Two days per week                  $215 per day

                        Three days per week                $211 per day

                        Four days per week                  $204 per day

 

      Sterling will provide services three days a week initially and may be reduced to two days per week when the network is stabilized.

Joanne Moore – 29 Lupton St. – What are the names of the NCLB titles and does Woodbury have schools in need of improvement?

            She commented that there is  a typo on the agenda.  Section B has two number fives.

·         Commends the Board for considering adult schools.  There are individual  grants for employers. There is training in specific areas where skilled employees are needed. He suggests that we consider State Customized Training Grants.
