A.  ROUTINE MATTERS

 

1.   Approval of Minutes

RESOLVED that the Woodbury Board of Education hereby approves the Minutes of the Board of Education Meeting held on July 25, 2006.

2.   Secretary’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the June 2006 Secretary’s Report.  (Exhibit 07-07) 

 

            3.   Treasurer’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the June 2006 Treasurer’s Report.  (Exhibit 07-08)

 

4.   Transfers

RESOLVED that the Woodbury Board of Education hereby approves the transfers in line accounts in accordance with the lists submitted.  (Exhibit 07-09)

5.   Payment of Bills

RESOLVED that the Woodbury Board of Education hereby approves the payment of bills without exception.  (Exhibit 07-10)

 

6.   Revenue Amounts/Sources

RESOLVED that the Woodbury Board of Education recognizes the Board Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11c2, that there are changes in anticipated revenue amounts and revenue sources as detailed under the Business & Financial Section of this agenda.

 

7.   Certifications

a)   Secretary’s Report

Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for the month of June 2006. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23-2.11c 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. 

b)   Board of Education Certification

            The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C. 6A:23-2.11c4, that after review of the secretary’s monthly financial report   (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11c and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

B.        PERSONNEL – PROFESSIONAL

            1.   Resignations

 

      a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Erica Barry, Evergreen Avenue School Teacher of Special Education - Pre-school (part-time), effective July 26, 2006. 

      b)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Aesha Qareeb, Evergreen Avenue School Special Education Teacher, effective October 6, 2006, or sooner if a suitable replacement is hired.

      c)   RESOLVED that the Woodbury Board of Education hereby accepts the verbal resignation of Sherry Lynn Hall, ESL Teacher, effective August 15, 2006.

 

            2.   Leaves of Absence

     

RESOLVED that the Woodbury Board of Education hereby approves granting Jennifer Gladue, Teacher of Grade 2 at West End Memorial School, a leave of absence under the federal Family Medical Leave Act for the period of on or about November 17, 2006 through June 30, 2007.

     

            3.   Employment

 

                  a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Thilana Chandler as Teacher of Special Education – Pre-school (.57 FTE) at Evergreen Avenue School, commencing September 7, 2006.  Ms. Chandler will be placed on Step 1, BA (pro-rated), on the 2006-07 teachers’ salary guide.

                  b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Jennifer Guerin as Interim Teacher of Grade 2 at West End Memorial School, commencing on or about November 20, 2006 through June 21, 2007.  Miss Guerin will be compensated at the rate of $125 per day.

                  c)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Vicki Hills as Interim Teacher of Grade 3 at Evergreen Avenue School, commencing on or about October 16, 2006 through June 21, 2007.  Ms.Hills will be compensated at the rate of $125 per day.

     

4.   Extra-Curricular  – 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves non-athletic extra-curricular appointments for the 2006-07 fiscal year.

7.   Mentor Training Institute

 

      RESOLVED that the Woodbury Board of Education hereby approves compensating Robyn Sole for 15.5 hours at the Special Projects Rate for attendance at the Mentor Training Institute at Rowan University on July 18, 19, 20, 2006.  Reimbursement to the district will be made through the Rowan PDS.

 

8.   Mathscapes Training

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves compensating the following teachers at the Special Projects Rate for attendance at MathScape Training for up to 27.5 hours each from August 14-18, 2006.  Reimbursement to the district will be made through the Rowan PDS.

                  a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Joseph Idell, Assistant Facilities Director, effective September 30, 2006.

                  b)   RESOLVED that the Woodbury Board of Education hereby accepts the verbal resignation from Kristen Fogg, Instructional Assistant at West End School, effective August 9, 2006. 

 

            2.   Termination

 

                  RESOLVED that the Woodbury Board of Education hereby approves terminating the employment of David Love, Custodian, effective August 15, 2006, prior to the completion of his probationary period.

 

  3.   Employment

     

      a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of the following Instructional Assistants, effective September 7, 2006.  Each will be employed for 29 hours per week, 185 day school year, at the rate of $16 per hour.

        c)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Ellen E. Hance as Clerk at West End Memorial School, effective September 7, 2006.  Ms. Hance will be employed for 29 hours per  week (no benefits), 187 days at a salary of $14,721 (.78 of Step 3 – 10 month guide – Secretaries/Clerks).

       

        d)   RESOLVED that the Woodbury Board of Education hereby approves lunch aides for the 2006-07 school year. (Exhibit 07-12)

 

        e)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Christopher Spina as the Student Adjustment Center Monitor at Woodbury Jr.-Sr. High School, commencing September 13, 2006.  Mr. Spina will be employed for 29 hours per week following the student calendar (181 days) and will be compensated at the rate of $125 per day.

 

        f)    RESOLVED that the Woodbury Board of Education hereby approves the employment of Shawn M. Page as a Driver effective September 13, 2006, on an emergent hire basis.   He will be employed for 22 ½ hours per week for 181 days.  Compensation will be at the rate of $10 per hour.

 

4.   Transfer

 

RESOLVED that the Woodbury Board of Education hereby approves the transfer of Albert Kilpatrick from a Special Education Aide to an Instructional Assistant at the Jr.-Sr. High School, effective September 7, 2006.  Mr. Kilpatrick will be employed for 29 hours per week, 185 day school year, at the rate of $16 per hour.   

           

5.   Leaves of Absence

 

a)      RESOLVED that the Woodbury Board of Education hereby approves an uncompensated leave of absence for Marian Burlacu, Custodian, from August 1 – 8, 2006.

b)      RESOLVED that the Woodbury Board of Education hereby approves an uncompensated leave of absence for Gabriela Burlacu, Custodian, from August 1 – 8 , 2006.

D.          STUDENTS & PROGRAMS

 

1.   Child Assault Prevention Program

 

      RESOLVED that the Woodbury Board of Education hereby approves entering into a contract with New Jersey Child Assault Prevention to provide administration and personnel sufficient to implement the Child Assault Prevention Program and to provide “No More Bullies, No More Victims” program for the 2006-07 school year for a total cost of $4,039.  (These programs will be funded with Early Childhood Program Aid and NCLB monies.)

 

2.   Gloucester County Special Services School District Contract – Autistic Home Services

 

      RESOLVED that the Woodbury Board of Education hereby approves entering into a contract with GCSSSD for Autistic home services for student #1219 with a total cost for services for the 2006-07 school year not exceed $7,795.

 

 

 

3.      Out of District Placements – 2006-07

 

RESOLVED that the Woodbury Board of Education hereby approves out-of-district special education placements for the 2006-07 school year.  (Exhibit 07-13)

 

4.      Homebound Instruction

 

      RESOLVED that the Woodbury Board of Education hereby approves providing homebound instruction for the following students:

6.   Social Work Intern

 

      RESOLVED that the Woodbury Board of Education hereby approves Erin N. Pitts as a Social Work Intern from the University of Pennsylvania for the period of September 7 – December 31, 2006.  The intern will spend two days per week with Gloria Goode.

 

7.   Fall 2006 Sports Schedule

 

      RESOLVED that the Woodbury Board of Education hereby approves the Fall 2006 Sports Schedule.  (Exhibit 07-15)

 

8.   Woodbury High School Alternative Program Application

 

      RESOLVED that the Woodbury Board of Education hereby approves submitting the Application for Approval to Operate An Alternative Education Program for the 2006-07 school year.  (Exhibit 07-16)

 

9.   Choir Trip to Puerto Rico – March 2008

       

      RESOLVED that the Woodbury Board of Education hereby approves a Woodbury High School Choir trip to Puerto Rico from March 14 – 18, 2008 at a cost of $1,238 per student.

E.         BUSINESS & FINANCIAL

                 

1.   Corrective Action Plan – NCLB Title I Grant – 2004-05

 

RESOLVED that the Woodbury Board of Education hereby approves the corrective action plan for the fiscal audit of the 2004-05 No Child Left Behind (NCLB) Title I grant.  (Exhibit 07-17)

 

2.   Extraordinary Aid – 2005-06

 

RESOLVED that the Woodbury Board of Education hereby approves accepting Extraordinary Aid in the amount of $27,249 from 2005-06 fiscal year, which was received in the 2006-07 fiscal year, and to appropriate said funds in the 2006-07 budget for special education tuition in line item 11-000-100-566-00.

 

            3.   Memorandum of Agreement – 2005-06

 

                  RESOLVED that the Woodbury Board of Education hereby approves the Memorandum of Agreement for the 2006-07 school year between the Woodbury School District and the Woodbury Police Department.    

 

4.   Gloucester County Special Services School District Contracts– 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves a contract with the Gloucester County Special Services School District (GCSSSD) for Nonpublic Services, Chapter 192 and 193,  for the 2006-07 school year.  (Exhibit  07-18)

      b)   RESOLVED that the Woodbury Board of Education hereby approves a contract with the Gloucester County Special Services School District (GCSSSD) for Nonpublic Technology Initiative Entitlement Notices for the 2006-07 school year.  Fees associated with the program are 5% of the entitlement (chargeable to the grant) and $2 per pupil (chargeable to the grant).

 

5.   Substitute Rates – 2006-07

 

RESOLVED that the Woodbury Board of Education hereby approves the Substitute Rates for 2006-07. (Exhibit 07-19)

 

6.   Facility Use Rates – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves the facility use rates for 2006-07 as follows:

 

            Custodial hourly cost:                $20

            Utility hourly cost:                     $  6

            Cancellation fee:                       $50

 

 

 

7.   Rates of Pay for Athletic Sporting Events – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves the rates of pay for athletic sporting events for 2006-07.  (Exhibit 07-20)

 

8.   Disposal of Computers

 

      RESOLVED that the Woodbury Board of Education hereby approves disposal of 69 Gateway and 28 Pentium II computers and monitors.  (Exhibit 07-21)

 

9.   Travel and Work Related Expenses for Employees

 

      RESOLVED that the Woodbury Board of Education hereby approves the resolution for reimbursement of travel and work related expenses for employees attending conferences, conventions, staff training, seminars and/or workshops as previously approved by the Chief School Administrator as work related and within the scope of the work responsibilities of each attendee.  (Exhibit 07-22)
