RESOLVED that the Woodbury Board of Education hereby approves the Minutes of the Board of Education Meetings held on October 17, 2006; November 13, 2006; November 14, 2006; November 20, 2006.

2.   Secretary’s Report

                  RESOLVED that the Woodbury Board of Education hereby approves the October 2006 Secretary’s Report.  (Exhibit 07-46)

                  RESOLVED that the Woodbury Board of Education hereby approves the October 2006 Treasurer’s Report.  (Exhibit 07-47)

RESOLVED that the Woodbury Board of Education hereby approves the transfers in line accounts in accordance with the lists submitted.  (Exhibit 07-48)

5.   Payment of Bills

RESOLVED that the Woodbury Board of Education hereby approves the payment of bills without exception.  (Exhibit 07-49)

 

6.   Revenue Amounts/Sources

RESOLVED that the Woodbury Board of Education recognizes the Board Secretary’s certification, in accordance with N.J.A.C. 6A:23-2.11c2, that there are changes in anticipated revenue amounts and revenue sources.

 

7.   Certifications

a)   Secretary’s Report

Board Secretary’s Report in accordance with 18A:17-36 and18A:17-9 for the month of  October 2006. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23-2.11c 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. 

b)   Board of Education Certification

            The Woodbury Board of Education hereby certifies, pursuant to N.J.A.C. 6A:23- 2.11c4, that after review of the secretary’s monthly financial report   (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or fund has been over-expended in violation of N.J.A.C. 6A:23-2.11c and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

B.  PERSONNEL – PROFESSIONAL

            1.   Resignation

 

                  RESOLVED that the Woodbury Board of Education hereby accepts the resignation of Barbara Castleberry, Director of Pupil Personnel Services, effective January 19, 2007 or sooner, at the discretion of the Superintendent.

 

            2.   Leave of Absence

     

RESOLVED that the Woodbury Board of Education hereby approves granting Carla Bittner, Teacher of Grade 4 at Evergreen Avenue School, a leave of absence under the Family Medical Leave Act for the period of on or about January 16– June 6, 2007.

 

            3.   Employment

 

a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Kisha Barr as Interim Teacher of English at Woodbury Jr.-Sr. High School, commencing October 30, 2006 to on or about March 2, 2007.  Mrs. Barr will be compensated at the rate of $125 per day.

b)   RESOLVED that the Woodbury Board of Education hereby approves the employment of Sharon Damiano as Interim Teacher of Physical Education/Health at Woodbury Jr.-Sr. High School, on an emergent hire basis, commencing November 20, 2006 to on or about June 21, 2007.  Mrs. Damiano will be compensated at the rate of $125 per day.

                       

4.   Extra-Curricular  – 2006-07

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves the Winter Sports Schedule.  (Exhibit 07-50)

5.   Family Nights

 

a)   RESOLVED that the Woodbury Board of Education hereby approves the addition of   the following teacher for Kindergarten Family Nights on January 16 and April 18, 2007.  Compensation will be at the Special Projects Rate plus ½ hour of planning for each hour of the program.

7.   Accelerated Math Program

 

      RESOLVED that the Woodbury Board of Education hereby approves Ari Ford be compensated for a maximum of 35 hours at the Special Projects Rate for providing Accelerated Math support/consultation in the special education classrooms during the 2006-07 school year.  Funding will be through the IDEIA FY ’07 grant.

                  c)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of resignation from Jennifer Rommel, Instructional Assistant in the Jr.-Sr. High School, effective December 1, 2006.

                 

            2.   Retirements

 

                  a)   RESOLVED that the Woodbury Board of Education hereby accepts the letter of retirement from Alphonso Washington, Custodian, effective March 1, 2007.  Mr.Washington has been with the district for the past 19 years.

                   b)  RESOLVED that the Woodbury Board of Education hereby accepts the letter of retirement from Marjorie L. Atkinson, Secretary, effective July 1, 2007.  Mrs. Atkinson has been with the district for the past 30 years.

                 

  3.   Employment

     

      a)   RESOLVED that the Woodbury Board of Education hereby approves the employment of the following Instructional Assistant who will be employed for 29 hours per week, 185 day school year, at the rate of $16 per hour.

4.     Transfer

 

        RESOLVED that the Woodbury Board of Education hereby approves the transfer of Janice Marucci from Secretary in the High School Guidance Office (10 month) to Secretary to the Supervisor of Curriculum & Instruction (12 month), effective January 2, 2007.  Mrs. Marucci’s salary will be in accordance with the equitable step on the 12 month 2006-07 Salary Guide.

 

5.     AVID Tutor

4.   Sr. Class Trip

 

      RESOLVED that the Woodbury Board of Education hereby approves the Senior Class Trip to Disney World, Florida, from Saturday, March 31 to Tuesday, April 3, 2007.  The approximate cost per pupil is $820.  Chaperones will be Colleen Fitzgerald, Christopher Sheppard, and Grant Shivers.

 

5.   Autistic Behavioral Evaluation

 

      RESOLVED that the Woodbury Board of Education hereby approves an Autistic Behavioral Evaluation to be conducted by the GCSSSD Regional Council for student #1784 at a cost not to exceed $450.

 

6.   Homeless Students

 

      RESOLVED that the Woodbury Board of Education hereby approves contracts for homeless students as per Exhibit 07-51.

E.         BUSINESS & FINANCIAL

                 

1.   2005-06 Audit

 

      RESOLVED that the Woodbury Board of Education hereby accepts the audit report performed by Holman & Frenia, P.C. for the 2005-06 school year which indicated “No Recommendations”.  A synopsis of the report was distributed.  (Exhibit 07-52)

 

2.   Health Insurance Plan Renewal – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves the revised rates with Horizon Blue Cross/Blue Shield of New Jersey for the period 11/1/06 to 10/31/07.  (Exhibit 07-53)

 

3.   Submission of Grant Proposals

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves submitting a grant proposal to the Cal Ripken Sr. Foundation in the amount of $5,000 to be used for equipment for the Varsity/Jr. Varsity Baseball team.

      b)   RESOLVED that the Woodbury Board of Education hereby approves submitting a  grant proposal to the New Jersey Governor’s Initiative on Autism in the amount of  $283,595 to enhance in-district autism services.

      c)   RESOLVED that the Woodbury Board of Education hereby approves submitting a grant proposal to the ING Unsung Heroes Award in the amount of $2,000 to support the WEBSTER character education program at West End Memorial School.

      d)   RESOLVED that the Woodbury Board of Education hereby approves submitting a grant proposal to the Dodge Foundation Principal Fellowship Program in the amount of $7,000 to support the WEBSTER character education program at West End   Memorial School.

 

4.   Acceptance of Grant – NJ Verizon Foundation’s Competitive Challenge Initiative Technology in Education

 

      RESOLVED that the Woodbury Board of Education hereby approves accepting the New Jersey Verizon Foundation’s Competitive Challenge Initiative Technology in Education grant in the amount of $10,000.

 

5.   Tech Prep Grant Program

 

      RESOLVED that the Woodbury Board of Education hereby approves participation in the Tech Prep Grant Program for the period of September 1, 2006 through August 31, 2007 through the lead agency, Gloucester County Vocational Technical School District.  Woodbury’s grant allocation for this period is $41,749.

 

6.   Architect Appointment

 

      RESOLVED that the Woodbury Board of Education hereby approves the appointment of Garrison Architects as Architect of Record until the Board next reorganizes in 2007. 

 

7.   Submission of Project Applications

 

      RESOLVED that the Woodbury Board of Education hereby approves Garrison Architects to provide architectural and engineering services to amend the Long-Range Facility Plan and to submit project applications, where appropriate, to the State Department of Facilities for the following renovation projects:

 

·        West End and Evergreen Partial Roof Repairs

·        West End Structural Repairs in Rooms 18 and 19

·        Evergreen and West End Parking Lot Repair, Expansion and Addition of a Drop-Off

 

8.   Horizontal/Vertical Delineation Sampling

 

      RESOLVED that the Woodbury Board of Education hereby approves to increase the contract with Adams, Rehmann & Heggan to conduct additional horizontal/vertical delineation sampling at an additional cost not to exceed $4,325.

 

  

9.   Transportation Route – 2006-07

 

      RESOLVED that the Woodbury Board of Education hereby approves the following West Deptford transportation route for the 2006-07 fiscal year.

10. West End Boiler

 

      RESOLVED that the Woodbury Board of Education hereby approves selling the West End boiler to the Waterford Township School District for $500.

 

11. Change Orders

 

      a)   RESOLVED that the Woodbury Board of Education hereby approves change orders to the Delaware Valley Mechanical contract as follows:

      b)   RESOLVED that the Woodbury Board of Education hereby approves a change order to the Geothermal Services, Inc. contract in the amount of $4,759 for labor and material to construct a new foundation wall.  This foundation wall supports the segmental block retaining wall and allowed Geothermal Services to install the new supply and return piping to the Annex boiler room.

      c)   RESOLVED that the Woodbury Board of Education hereby approves a second change order to the Geothermal Services Inc. contract in the amount of $1,326.87 for    supplying two loads of ¾” stone for placement in the 10” piping trench between the inside edge of the existing track and the base of the hill.

      d)   RESOLVED that the Woodbury Board of Education hereby approves a credit change order #1 for Altchem Environmental Services, Inc. in the amount of ($5,000).  This reduced their contract to $150,000 for the asbestos abatement at the high school.

 

12. Job Description

 

      RESOLVED that the Woodbury Board of Education hereby approves the job description – District Grant Writer, B-9.  (Exhibit 07-54)

 

13. Travel and Work Related Expenses for Employees

 

      RESOLVED that the Woodbury Board of Education hereby approves the resolution for reimbursement of travel and work related expenses for employees attending conferences, conventions, staff training, seminars and/or workshops as previously approved by the Chief School Administrator as work related and within the scope of the work responsibilities of each attendee.  (Exhibit 07-55)
